Are manufacturers thinking about the Legionella risk?

I came across an article in my free local paper of all places for a new type of shower coming our way from America. The clever designers have created a shower that uses 30% less water by creating very fine water droplets. Whilst I'm all for water saving, it does beg the question... do we really want to creating as many tiny water droplets as possible and lowering the turnover of water in a system.
